Jonquil Solt:
Humanitarian Award Winner '99
It was as with an Oscar ceremony: Someone opened an envelope and announced the winner. The winner of the European Women of Achievement Awards for 1999 was Jonquil Solt, Chairman of the International Paralympic Equestrian Committee (IPEC). The awards are offered under the headings of Business, Profession, Arts, and Humanitarian.

Jonquil Solt has received the award for 1999 in respect of her work as a volunteer with ablebodied and with disabled riders, to which she has dedicated her life since 1965. She has had numerous responsibilities in this field. Since 1995 she has been Chairman of the International Paralympic Equestrian Committee. In this role Jonquil has greatly promoted the international development of equestrian sport to Paralympic level.

The President of IPC, Dr. Robert Steadward, subsequently said to her: "Fortunately, every once in a while outstanding volunteers like yourself have an opportunity for appropriate acknowledgement and recognition."

It was a deeply sad occasion to learn that on May 30th, 1999, Mr. David Dixon passed away, at the age of 73. Mr. Dixon was the Honorary Secretary of the Commonwealth Games Federation, a solicitor and a volunteer who dedicated his life to sport. To borrow a few words from his CGAG Tribute, David's "foremost concern was the good of the Games and the athletes". David himself was an elite athlete in the sport of hurdles, and an out-standing, beloved individual whose many contributions included the Commonwealth Games Council for England, the British Olympic Association, and during the past 20 years, the Commonwealth England, the British Olympic Association, and during the past 20 years, the Commonwealth Games Federation. As an extraordinary person and a true champion of disability sport and the IPC, David will be sorely missed. He provided our organisation with tremendous assistance and support, without which we would not have achieved the inclusion of athletes with a disability for the 2002 Manchester Commonwealth Games. We have indeed lost a good friend.

IPC President Appointed to the
IOC 2000 Commission

IPC President, Dr. Robert Steadward, has been appointed to the IOC 2000 Commission, which is in charge of reforms within the International Olympic Committee. Like the IOC Ethics Commission, it is composed of representatives of the athletes, the IOC, the International Sports Federations, the NOCs and outside persona- lities. The commission deals in three working groups with the future composition, structure and organisation of the IOC, with the future role of the IOC as well as with the selection process of future Olympic Games Hosts. Steadward has been appointed to the working group on the future role of the IOC.
 

Sports Management Committee
in Operation

The IPC Executive Committee approved the replacement of the Sport Council Executive Committee (SCEC) with the Sport Council Management Committee (SCMC). The SCMC was elected last spring and has been working with the Technical Officer to monitor departmental activities. The SCMC is comprised of the IPC Technical Officer and four members elected from and by the Sports Council.
