During the November1999 IPC General Assembly in Salt Lake City, the Swiss Paralympic
Committee, put forth a request to the Executive Committee to commission the IPC
Headquarters staff to develop an administrative tracking system for researching the degree
of sport participation by National Paralympic Committees.
Upon the completion of this objective research, it was further recommended that the IPC
Management Committee develop a proposal for a revised voting system to be submitted at the
next IPC General Assembly in 2001.
A similar action item was put forth during the IPC Executive Committee meeting, which
commissioned the Headquarters to develop recommendations for the creation of a new system
for evaluating NPC membership fees. Currently, membership fees are based primarily on a
nation's Gross National Product (GNP).
Both mandates demonstrate a strong commitment by the IPC leadership and the General
Assembly towards the establishment of long-term strategic methods for evaluating the scope
of the organization and enhancing its delivery of services.
With the development of such administrative tracking systems and research structures,
the IPC Headquarters will have the ability to better focus its general operational
procedures and sports services toward the specific developmental profiles of each NPC.
Additionally, Headquarters will have the capacity to provide Sports on the Paralympic
Program with streamlined services in the areas of information distribution; committee
management and organization; development and solidarity; education (coach, classifier,
official, technical delegate), and sport-specific marketing.
The initial phase of research will concentrate in two primary areas:
- NPC participation levels in elite sport opportunities
National participation in
- Paralympic Games,
- IPC Regional Championships or equivalent,
- IPC World Championships or equivalent,
- World Cup or World Games events (invitational events) and
- IPC sanctioned/approved calendar events.
- Level of global development of Sports on the Paralympic Program
- Number of nations widely practicing Sport
- Regional participation distribution of Sport
Examples of other quantitative research that will stem from these findings include: the
level of global participation in specific disciplines and events and the level of global
development of women and athletes with more severe disabilities participating in sport.
IPC Headquarters will seek to generate accurate annual reports from this data in order
to support its volunteer leadership and member constituencies.
