Even with the bustle and excitement around the Paralympic Games in Sydney, the IPC has begun work on its Strategic Planning Congress, to be held from 25 to 30 April 2001 in Phnom Penh, Cambodia. The Congress will focus on the three core themes of Governance, Structure, and Roles and Responsibilities-themes that will help chart the directions of the IPC in the years ahead.
The First Announcement for the Congress has been sent in September 2000 to all National Paralympic Committees, Sports Chairmen and IOSDs (International Organizations of Sport for the Disabled), with details on the program and practical matters. All IPC members are strongly encouraged to attend the Congress, which is the first major international meeting to be held in Cambodia, and expected to raise the profile of Paralympic sport in this region and around the world.

Members of the Paralympic movement are invited to submit abstracts for the Congress. Abstracts may fall under one or several of the three core themes. Based on the abstracts received, potential speakers will be identified and notified. Also, other speakers with adequate experience will be contacted by the Congress Organizing Committee. All abstracts should be submitted together with the Abstract Submission Form included in the First Announcement package and should reach the IPC Headquarters by 30 November 2000. Speakers will be notified in January 2001.

The Congress program has been structured along the three core themes. Each theme will be addressed in a plenary session and in targeted discussion groups. At the plenary sessions, keynote presentations will be translated into French and Spanish. Each delegate will be assigned to one of the discussion groups, which will address key questions related to the core themes. These discussions will be in English only. Each discussion group will produce a report and present it to the assembly. All these group reports will later be synthesized into a final report and serve as a draft for the Congress recommendations to be endorsed by the delegates.
The Congress 2001 will be held at the Hotel Inter-Continental in Phnom Penh, a five-star hotel in the center of the capital. Congress registration details and the Registration Form have been included in the First Announcement package.
