INAS-FID Suspension:

IPC Investigation Commission Finds Two-Thirds of INAS-FID Forms to be Invalid

Of the 230 INAS-FID Registration Forms provided to the IPC Investigation Commission, 157 (68 percent) were found to be invalid and 73 were valid. This was the key finding of the Investigation Commission, which led the IPC Executive Committee to re-endorse the preliminary decision of the IPC Management Committee to suspend INAS-FID from membership.

The IPC Investigation Commission comprises Andre Noel Chaker, a lawyer specializing in sports legislation; Dr. Donald Royer, Member of the IPC Legal Committee; Dr. Lutz Worms, a specialist in sports medicine; and Thomas Reinecke, IPC Chief Operating Officer.

Review of completed INAS-FID Registration Forms used to determine athlete eligibility at ID events at the XI Paralympic Summer Games Sydney 2000

For the Sydney 2000 Paralympic Games, 244 athletes with an intellectual disability had been accredited. The INAS-FID Secretariat had submitted 230 of the 244 INAS-FID Registration Forms to the IPC in order to comply with the Investigation Commission’s request for specific information. Thus, 14 INAS-FID Registration Forms for athletes accredited to participate in the Sydney 2000 Paralympics were not included in the documentation provided. Also, 11 registration forms applied to athletes who were not accredited for the Sydney 2000 Paralympics. These forms were excluded from the investigation.

A registration form was determined to be invalid when one or more of the primary requirements was found to be incomplete or missing. The examination of those forms approved for participation in the Sydney 2000 Paralympic Games and official results, concluded that the eligibility verification of the forms at both a national and international level had been grossly mismanaged and administered. Of the 132 possible medals available for ID events at the Sydney 2000 Paralympic Games, 94 had been awarded to athletes from various countries whose INAS-FID Registration Forms did not meet the appropriate requirements of the eligibility verification process as reviewed by the IPC Investigation Commission. However, this does not imply that the athletes’ eligibility is automatically questioned.
