INAS-FID Suspension:

Developments in the case

21 November 2000
Carlos Ribagorda, a member of the Spanish basketball team for athletes with an intellectual disability at the Sydney 2000 Paralympic Games, alleges that several athletes, including himself, participated in Paralympic events for athletes with an intellectual disability, even though they are not intellectually disabled and were therefore not eligible to participate.

Late November 2000
The Spanish Paralympic Committee sets up an Investigation Committee to look into the case. The Spanish Paralympic Committee finds that 10 of the 12 members of its basketball team for athletes with an intellectual disability were not intellectually disabled and were thus not eligible to participate.

Early December 2000
The IPC establishes an Investigation Commission to examine the allegations.

January 11-12, 2001
The Investigation Commission meets at the IPC Headquarters in Bonn. The members extensively review and scrutinize all documents and correspondence provided. An interview is conducted with Miguel Sagarra, Chairman of the Investigation Committee set up by the Spanish Paralympic Committee.

The Commission decides to request specific information from INAS-FID for investigative purposes. Requests for specific information are made between January 15 and January 22. The only material received at the IPC Headquarters are the INAS-FID Registration Forms for athletes participating at the Sydney 2000 Paralympic Games. The Commission begins its review of the sample INAS-FID Registration Form as well as the completed INAS-FID Registration Forms used to determine athlete eligibility in ID events at the Sydney 2000 Paralympic Games.

January 29, 2001
The IPC Management Committee preliminary suspends INAS-FID, its President Fernando Martín Vicente, and all athletes with an intellectual disability from all IPC activities.

February 2, 2001
INAS-FID President Fernando Martín Vicente declines an invitation to meet with the Investigation Commission.

February 6, 2001
Fernando Martín Vicente steps down as President of INAS-FID.

February 8, 2001
The Investigation Commission meets at the IPC Headquarters in Bonn. The members again extensively review and scrutinize all documents and correspondence provided. An interview is conducted with Jos Mulder, President of INAS-FID Europe. The Commission continues its review of the INAS-FID Registration Forms.

March 9, 2001
The Investigation Commission presents its Summary Report to the IPC Executive Committee. The IPC Executive Committee approves five resolutions related to the case. INAS-FID will continue to be suspended from membership in the IPC.
