Anti-Doping Congress Calls for Harmonisation
From August 31 to September 1 2002, a Congress for
Harmonisation of Anti-Doping Policies and Procedures
in European Sports for Athletes with
Disabilities took place in Bratislava, Slovakia, with
80 persons from 25 nations and 17 observers from
Slovakia. The congress was organised by the
European Paralympic Committee in cooperation
with the IPC and the Slovak Paralympic Committee.

“We are satisfied with the outcome in general, and in particular
with the congress consensus to support acceptance of the World
Anti-Doping Code by the Paralympic Movement. The expert presentations
by the qualified lecturers and their active participation in
the discussions as moderators of the workshops, has contributed
greatly to the success of the Congress,” said Hans Lindström,
Congress Project Director.
The congress saw a need for the World Anti-Doping Agency
(WADA) to clarify the commitment, which comes with the acceptance
of the World Anti-Doping Code. Furthermore, the congress
called for national initiatives to educate relevant personnel in
the particulars in doping testing of athletes with disabilities, to
include these athletes in national doping test programmes and
to encourage research of doping in Paralympic sport.
The congress stressed the importance of a review of the IPC Anti-
Doping Code according to the recommendations of the congress
and to establish an out-of-competition testing programme in
cooperation with WADA. The IPC agreed to also provide leadership
and assistance to the National Paralympic Committees
(NPCs) and other affiliates.
