Development includes strategies, projects, programmes and initiatives which aim to enhance the capability and capacity of member organizations. The ultimate goal of development investment is an increase in the participation of persons with a disability in sport through high functioning organizations.

In 2007, the IPC Governing Board committed to supporting the growth of the Paralympic Movement through strengthening the development of NPCs through an Organizational Development Initiative, as well as supporting ongoing development initiatives conducted by IPC Member Organizations through traditional Development Grants (through 2009) and in Sport for Development Initiatives as an effective and appropriate engagement strategy for developing nations. The IPC also engages in a variety of partnerships with non-member organizations to reach its core objectives.

Sport Development is also important for the Paralympic Movement and refers to investment and intervention activities which develop the capability and capacity of sport infrastructure (including both physical and human resources), aimed at increasing participation levels and/or achieving high performance sport objectives. The IPC Sports Council is addressing the area of sport development and views the NPCs as a primary conduit for sport development.
