Planning for the Year 2010

LOCs wishing to host international classification, classification course, technical officials' course and/or engage IPC Swimming Officials need to submit the Application Form by 30 September 2009. IPC Swimming STC Call for Nomination

IPC sent out the IPC Swimming Call for Nomination information for all member NPCs to be sent back by 31 July 2009.

 

Eindhoven 2010 IPC Swimming World Championships website announced

Licensing Programme Open for Athletes with an Intellectual Disability

Athletes with an intellectual disability participating in the 2009 Tokyo Youth Games and/or 2009 IPC Swimming European Championships can be licensed from now on. For both competition athletes have to adhere to criteria circulated to the membership (see below) and to the IPC licensing criteria.

 

New Approval of the Swimsuits

Following the Fina Executive meeting on 19th June, please find a list of approved swimsuits, further to the first list of approved suits from May (see below):

 

2011 IPC Swimming European Championships to be Hosted in Berlin

During the 23rd German International Championships in Berlin IPC and NPC Germany signed an agreement that Berlin, Germany will host the 2011 IPC Swimming European Championships in July 2011.

 

International Classification Opportunity for Athletes with a Visual Impairment

During the Speedo Can-Am Disability Championships (30 July - 1 August) athletes with visual impairment will be classified on international level.

  • Athletes with N status have to send the Medical Data Submission Form to IPC Swimming at least 4 weeks in advance
  • Athletes with R status should send their classification request to IPC Swimming and LOC
  • Athletes with C status can be classified if the NPC filed the Review Request or Protest 3 months in advance

 

The classification will take place on the 28-29 July.

 

List of Approved Swimsuits Available

As advised before IPC Swimming is following the Fina regulations on the swimsuits. The updated list of approved swimsuits can be found on the Fina website, under the following link:

 

In their meeting with expertise on 18 May 2009 Fina approved 202 swimsuits, 10 were rejected and 136 will need amedments in accordance with the Dubai Charter.

 

TO Course in Chomutov Cancelled

Due to that no application was received from the NPCs, the technical officials course in Chomutov is cancelled.

 

Entry Criteria For S14 Class at the European Championships

Following the GB decision please find the criteria for participation in the 2009 IPC Swimming European Championships to be held in Reykjavik, Iceland on 15-25 October 2009. The Championships has an open entry for S14 respectively.

 

Teams Manual for 2009 IPC Swimming World Championships 25m Available

The RIO2009 Organizing Committee has circulated the Teams Manual and the First Entry Form for the 2009 IPC Swimming World Championships 25m. The Accommodation Manual will be available soon.

 

IPC Swimming Summit

The IPC Swimming Summit will be held on 1-3 June 2009 in Berlin, Germany. Information related to the summit were circulated to the NPCs and are available at http://www.paralympic.org/release/Summer_Sports/Swimming/IPC_Swimming_Summit/.

IPC Swimming Regulations on the Swimwears

 
(with immediate effect, valid until 31 December 2009)

Following the decision of the International Swimming Federation (FINA) on the swimsuit (Dubai Charter) implemented with immediate effect, IPC Swimming made a decision to follow the regulations below:

DESIGN:
• The swimsuit shall not cover the neck and shall not extend past the shoulders or past the ankles.
MATERIAL:
• When used, the material shall follow the body shape;
• The application of different materials shall not create air trapping effects.
THICKNESS:
• The material used shall have a maximum thickness of 1mm. The measurement method is in accordance with ISO Standard 5084 for textiles.
BUOYANCY:
• The swimsuit shall not have a buoyancy effect of more than 1 Newton (100 gram). The value to be observed applies to all swimsuits sizes.
CONTROL:
• FINA has established its own independent control/testing programme. Only swimsuits approved by FINA can be used during IPC Swimming competitions.
CONSTRUCTION:
• Any system providing external stimulation or influence of any form (e.g. pain reduction, chemical/medical substance release, electro-stimulation, or others) is prohibited.
CUSTOMISATION:
• All swimsuits of an approved model must be constructed in an identical fashion with no variation/modification for individual swimmers from the samples submitted for approval. Any modification before use is prohibited; it is clarified that an adaptation of size and modifying the suit to meet the impairment (e.g. amputees) do not constitute customization.
USE:
• The swimmer can only wear one swimsuit (FINA Rule GR 5.3).

Rules applicable from 1 January 2010 will follow FINA rules where applicable.

Application for IPC Swimming International Classification, Courses and Technical Officals in 2010

Local Organizing Committees wishing to organize international classification, classifiers' or technical officials' course and engage IPC Swimming officials have to apply by 30th September 2009. The application form will be published at: http://www.paralympic.org/release/Summer_Sports/Swimming/Downloads_and_Forms/.

New Regulations on the Swimwears Determined by Fina

At the end of a three-day meeting of Fina in Dubai, the regulations related to the swimwears are amended. The new regulations can be found at: http://www.fina.org/project/images/help/the%20dubai%20charter.pdf . IPC Swimming will follow-up on these changes and circulate the final decision to the NPCs.

IPC Swimming Summit

IPC Swimming will held a summit in Berlin, Germany following the International German Swimming Championships in early June. Further information on application and registration process will be circulated to the NPCs and will be published on the IPC Swimming website.

Website Launch for the 2009 IPC Swimming European Championships

The LOC of the 2009 IPC Swimming European Champinships has launched the new website that contains all the information related to the Championships. You can find the First Entry Form and the General Information published on the website at: www.ifsport.is/ec2009

International Classification for Athletes with a Visual Impairment

Murcia, Spain will host the international classification for athletes with a visual impairment. The classification will take place on 20th March 2009, before the XLIII Spanish Swimming Championships. The classification requests have to be sent to IPC Swimming (ipcswimming@paralympic.org) and the competition entry forms have to be sent to the Organizing Committee (cpe@csd.gob.es) before 13th March 2009.

2009 IPC Swimming World Championships 25m in Rio de Janeiro, Brazil

Between 25 November - 07 December 2009 Brazil will host the 2009 IPC Swimming World Championships 25m. The information package and the First Entry Form can be expected in the near future. Please note that only licensed athletes will be eligible to compete and please be reminded on the licensing deadline of 24th April 2009.

Registered Testing Pool Identified for IPC Swimming Athletes

To implemet an efficient Out-of-Competition Testing programme IPC identified a revised Registered Testing Pool (RTP), that includes IPC Swimming athletes. The new RTP is effective from 01 April 2009 onwards. 2009 IPC Swimming European Championships in Reykjavik, Iceland

The Preliminary Entry Package and the NPC Delegation Calculation Form for 2009 IPC Swimming European Championships were sent out to the European NPCs. NPCs are kindly requested to return the Delegation Calculation Form to the given address by 01 March 2009.

IPC Sport Data Management System

The IPC Sport Data Management System is available for the NPCs to register their swimmers and apply for IPC Swimming licence.

As a first step the NPC has to apply for username and password on the NPC Account Activation Form sent to the NPC on 13th January 2009 and following this action they will be able to log-on to the system, register new athletes and apply for licenses for all athletes.

 

IPC Swimming Update

With stepping into 2009 IPC Swimming identified few areas to follow up on in order to meet the requirements of the Classification Code. The changes implemented with immediate effect are in relation to:

  • Classification data migration and international statuses
  • International classification
  • Classification of athletes with a visual impairment
  • Classifiers' pathway

IPC Swimming Licensing Programme

From 2009 IPC Swimming will keep register of athletes that are eligible to compete in approved, sanctioned and IPC competitions. The on-line registration process will start on 12th January 2009. For further details please refer to the documents below:

New IPC Anti-Doping Code

The new IPC Anti-Doping Code that will be in effect as of 01 January 2009 can be found at http://www.paralympic.org/release/Main_Sections_Menu/Anti_Doping. NPCs, as members of the IPC, have to be in compliance with the WADC and adopt and implement anti-doping policies and rules for their Events which conform with the IPC Anti-Doping Code.

IPC Swimming Rulebook Under Revision

IPC Swimming is currently undertaking the full revision of the rules, regulations and decision taken at the 2006 Sport Forum. The new rulebook is planned to be discussed in the IPC Swimming Summit in June.

 

New Competition Approval Application

For all competitions in 2009 IPC Swimming will require a new application form that can be downloaded from http://www.paralympic.org/release/Summer_Sports/Swimming/Downloads_and_Forms/

Please note that competitions requiring IPC Swimming Officials (classifiers and/or technical officials) will have to apply by 30th November 2008.

 

Technical Officials' Courses 2009

During some events there is a technical officials' course offered for 10 trainies. Applications has to be completed and sent back to ipcswimming@paralympic.org or agnes.szilak@paralympic.org by the given deadline in the application form .

Medal Tally from the 2008 Beijing Paralympic Games

In swimming there were 34 medal winning NPCs during the Beijing 2008 Paralympic Games. The breakdown by gold, silver and bronze medals can be seen below. The most successful athletes were Natalie du Toit (RSA) with five gold medals, Erin Popovich (USA) with four gold and two silver medals, Jessica Long (USA) with four gold, one silver and two bronze medals, Matthew Cowdrey (AUS) with five gold and three silver medals, Dias Daniel (BRA) with four gold, four silver and one bronze medal and Du Jianping (CHN) with four gold, one silver and one bronze medal.

Record number of records achieved during the Paralympic Games in Beijing

During the 2008 Beijing Paralympic Games there were 207 Paralympic Records and 138 world records broken. The number of regional records is 426 (in 4 regions). Athletes who achieved the biggest number of records are Natalie du Toit (RSA) with 9 Paralympic and 3 world records and Veraksa Masym (UKR) with 7 Paralympic and 5 world records. Swimming Master List

Classification information for all swimmers on the Beijing 2008 Swimming Classification Master List has been reviewed and Paralympic Status has been currently allocated as follows:

PNS: All swimmers that are an IPC Swimming N Status.

PRS: All swimmers that are an IPC Swimming R Status. Swimmers with an IPC Swimming P status that either due to age, current request for review, nature of disability, or are pending protest resolution have also been allocated as PRS.

PPS: All swimmers that are an IPC Swimming PP Status. Swimmers with an IPC Swimming P status whose age, disability and current recorded information indicate they are not required to undergo classification in Beijing have also been allocated PPS. These also include swimmers who may or may not have a disability of a progressive nature who at the current time of publishing this list have not formally requested review.

The status on the list may change prior to Beijing pending swimmers attending classification at events where IPC Swimming has appointed a team of classifiers or other changes in accordance with the IPC Swimming Classification Manual and Rulebook.

Please note that the status given applies for the Beijing 2008 Paralympic Games only.

Winner Bid for 2010 IPC Swimming World Championships Announced

Following a robust and extensive bid process for hosting 2010 IPC Swimming World Champioships and the decision of the Governing Board the winner was announced during the GA in Seoul:

Eindhoven, Netherlands will host the 2010 IPC Swimming World Championships.
