INDEPENDENT ANTI-DOPING TRIBUNAL
The Independent Anti-Doping Tribunal (the Tribunal) was established by the IPC for the purpose of hearing and determining anti-doping rule violations and other related matters in accordance with IPC Anti-Doping Code (the Code) and Procedural Rules of the Independent Tribunal (the Tribunal Rules).
The Tribunal is an operationally independent body made up of suitably qualified persons (based on anti-doping experience, including legal, sports, medical and/or scientific expertise). Members of the Tribunal form a pool of persons from which members will be appointed by the President of the Tribunal to sit as a hearing panel to hear and determine a particular case (a Panel).
A hearing panel will hear and determine a case brought before it by the IPC in relation to alleged violation(s) of the Code and/or a participant who has been provisionally suspended pursuant to the Code. The Panel shall hear the case and determine its resolution in accordance with the terms of the Code and the Tribunal Rules.
After the conclusion of the hearing, the Panel will issue a written decision which will set out its findings and the basis for its decision, as well (if applicable) any consequences to be imposed. The decision will be circulated to the parties and all those with a potential right of appeal pursuant to the terms of the Code.
Decisions of the Tribunal may be appealed exclusively to the Court of Arbitration for Sport (Appeals Division).

| Alan Darfi | Alan is a qualified solicitor with 18 years' experience in the regulation of sport and is currently Senior Discipline Manager at the English Football Association. Alan has significant experience chairing panels set up to consider alleged regulatory breaches across a range of sporting organisations and joined the IPC's Independent Anti-Doping Tribunal in 2019. Alan was subsequently elected President in 2024. |
| Adam Klevinas | Adam has extensive experience in anti-doping. A former in-house lawyer at WADA, Adam currently represents anti-doping organisations at the national and international level, including at the Anti-Doping Division of the Court of Arbitration for Sport (CAS) and the CAS Appeals Division. He has been a member of the IPC’s Anti-Doping Tribunal since 2018, and has been involved in various manners at past Paralympic Games. |
| Aditya Kumar | Aditya is a sport integrity and anti-doping education specialist with over 15 years of experience in international sports administration. He leads the Education team at the Athletics Integrity Unit (AIU) and has contributed to the development of integrity policies and programmes for several international sport organisations. Aditya also serves on the World Anti-Doping Agency’s (WADA) Education Committee and the drafting team for the International Standard for Education (ISE). |
| Dr Alison O’Riordan | Dr Alison O’Riordan is a globally recognised leader in sport, education, and research, with over 30 years of international experience spanning both public and private sectors. A Paralympic specialist and PhD-qualified biomechanist, she has coached elite athletes across six Paralympic Games, representing Australia, Great Britain, and Ireland. An Adjunct Associate Professor in Applied Para Sport, Dr O’Riordan is deeply committed to advancing inclusion, performance, and integrity in sport. She currently serves as a Non-Executive Director on the UK Anti-Doping Board, following seven years as a National Trainer for the organisation. Her career reflects a rare blend of high-performance coaching, academic excellence, and strategic leadership in global sport. |
| Andrew Moroney | Andrew is an English-qualified solicitor working as a Senior Associate in Greenberg Traurig’s global Sports and Entertainment Group in Dubai. He handles a wide array of commercial, regulatory and disciplinary matters for a suite of major sports. Previously he was Legal Counsel at The Football Association and has undertaken secondments with the world’s largest sports and talent agency, a sports streaming platform, and a Formula 1 track. |
| Barry Lysaght | Barry is an Irish solicitor admitted to the senior courts of Ireland, England and Wales, and a sports lawyer of over 13 years' experience. He is Managing Director of Lysaght Sports, a boutique sports law consultancy specialising in the regulation and governance of sport. Barry's previous roles include Head of Sports Legal at the Asian Football Confederation, General Counsel at the Saudi Arabian Football Federation and Legal Group Leader at FIFA. Barry has lectured in sports law for the Law Society of Ireland, the British Association for Sport and Law and the International Football Business Institute, while his articles have appeared in leading sports law publications such as Football Legal and Law In Sport. |
| David Sharpe | David QC is a barrister practising in the UK, Ireland and internationally. He is dual-qualified as a physician and has experience in emergency and sports medicine. David is an expert in sports law and sits as an arbitrator for several sport dispute resolution bodies. |
| Deirdre McCarthy | Deirdre is an Irish solicitor, dual qualified in Ireland and England, working as a Legal Director at Centrefield LLP, a leading sports law firm in Manchester. Deirdre has extensive experience advising on legal and regulatory matters in the sports industry, including sports governance arrangements, commercial/contractual matters and disciplinary and integrity issues, including anti-bribery compliance, betting and anti-doping. Deirdre has in-depth experience of anti-doping cases having represented athletes, players, teams and clubs on a wide range of anti-doping related issues. She is also a member of the Disciplinary Panel for a large national governing body and an international federation. |
| Helle Qvortrup | Helle is a lawyer specialising in sports law. She is a member of a number of international federation Tribunals as well as member of the Danish Anti-Doping Tribunal and substitute member of the Danish Matchfixing Tribunal. |
| Henry McKinner | Henry is a UK-based Sports Pharmacist with postgraduate qualifications in ‘Drugs in Sport’ from the International Olympic Committee. He serves on three international Therapeutic Use Exemption (TUE) Committees and advises sports organisations and athletes on the safe, effective and responsible use of medicines, with a focus on preventing misuse in sport. |
| Julie Gagnon | Julie Gagnon is a Canadian qualified Barrister and Solicitor and is currently working in private practice as a litigation lawyer in personal injury. She routinely represents individuals who have been seriously injured before the Courts to assist them in obtaining just compensation. Julie’s life has always revolved around sports by competing and coaching at national and international levels. Julie has been an Independent Anti-Doping Tribunal Volunteer Member since 2017. |
| Nick Wojeck | Nick is the Head of Science and Medicine at UK Anti-Doping and has over 15 years’ experience of working in this field. He has written chapters for the last three editions of Drugs in Sport, a textbook that explores drug use within sport. Nick has also recently finished his two-year term as Chair of the Council of Europe’s Advisory Group on Science. |
